It’s an interesting read! Especially the bit about “Observer coverage in the regional tuna purse seine fishery is near 100% in accordance with WCPFC (Western and Central Pacific Fisheries) regulations. However, despite similar regulations mandating a modest 5% coverage level on all longline fishing vessels by June 30, 2012, coverage is only about half that value today.” This corroborates my observations of the longline vessels docking in Apia (Samoa) in 2008, off-loading vast quantities of tuna – I did not see any fisheries inspectors or observers during these events, and these fish went straight into freezer units at the dock. To what extent are Namibia’s fisheries observers prone to the same threats and/or enticement? Hard to say.
